Simplification of Import and Export Procedures through the Mutual Recognition of Goods Marked with Identification Means

The State Revenue Committee of the Republic of Armenia reminds businesses that a special mutual recognition procedure for product marking applies to a number of product categories imported into the Republic of Armenia and exported from Armenia to the Russian Federation.

In particular, within the framework of the digital product marking system using identification means, certain categories of goods imported into Armenia from the Russian Federation do not require additional marking in Armenia. Likewise, for exports, if goods have been marked in Armenia using codes issued through the Automated Information System for Product Marking (AISPM) by E-Mark LLC, Armenia’s national operator responsible for implementing the product marking system, no additional or duplicate marking is required when the goods are exported to the Russian Federation.

Currently, mutual recognition applies to the following product categories:

* dairy products;
* juices and non-alcoholic beverages;
* seafood;
* canned food products;
* products used for animal feed;
* packaged water;
* pasta, other prepared food products, and vinegar;
* animal and vegetable fats and oils;
* lubricants and technical fluids.

To ensure the lawful circulation of imported goods within the territory of the Republic of Armenia, the importing entity is required to *accept in the AISPM system* the relevant document sent by the exporter containing the marking codes of the respective goods.

For the purpose of exporting goods from Armenia under the mutual recognition framework, the exporting entity is required to create the relevant export document in the AISPM system and attach the codes of the exported goods marked with identification means.

The application of mutual recognition creates more favorable conditions for businesses, ranging from time savings and greater transparency of bilateral trade flows to the overall simplification of import and export procedures.

As a reminder, digital marking involves placing a special DataMatrix code on goods subject to mandatory marking by the importing or manufacturing company. To carry out digital product marking, an importing or manufacturing company must register in the national operator’s AISPM system, obtain the relevant DataMatrix codes, and affix or print them on the goods before the goods are placed on the market or sold.
